For I have sworn before you and Almighty God the same solemn oath our forebears prescribed nearly a century and three quarters ago.in your hands, my fellow citizens, more than in mine, will rest the final success or failure of our course. Since this country was founded, each generation of Americans has been summoned to give testimony to its national loyalty. The graves of young Americans who answered the call to service surround the globe.Now the trumpet summons us again, not as a call to bear arms, though arms we need; not as a call to battle, though embattled we are; but a call to bear the burden of a long twilight struggle, year in and year out, rejoicing in hope; patient in tribulation , a struggle against the common enemies of man: tyranny, poverty, disease, and war itself.Can we forge against these enemies a grand and global alliance, North and South, East and West, that can assure a more fruitful life for all mankind? Will you join in that historic effort?In the long history of the world, only a few generations have been granted the role of defending freedom in its hour of maximum danger. I do not shrink from this responsibility. I welcome it. I do not believe that any of us would exchange places with any other people or any other generation. The energy, the faith, the devotion which we bring to this endeavor will light our country and all who serve it. And the glow from that fire can truly light the world.And so, my fellow Americans, ask not what your country can do for you, ask what you can do for your country.My fellow citizens of the world, ask not what America will do for you, but what together we can do for the freedom of man.Finally, whether you are citizens of America or citizens of the world, ask of us here the same high standards of strength and sacrifice which we ask of you. With a good conscience our only sure reward, with history the final judge of our deeds, let us go forth to lead the land we love, asking His blessing and His help, but knowing that here on earth, God s work must truly be our own.
2018軍隊文職招考考試時政熱點：修憲是對人民的一種承諾 體現(xiàn)與時俱進
實行憲法宣誓制度是黨的十八屆四中全會提出的重要舉措，目的是為了教育和激勵國家工作人員忠于憲法，維護憲法，尊崇憲法，維護憲法權(quán)威。2015年，全國人大常委會以立法形式做出了關(guān)于憲法宣誓的決定。兩年多來，全國各級國家機構(gòu)的工作人員，正式就職時都進行憲法宣誓，包括由人大選舉和決定任命的國家工作人員，也包括一府兩院，即政府、法院、檢察院依法任命的工作人員。我們?nèi)珖舜蟪Ｎ瘯?，也正式實行了這項制度，正式實施是2016年1月1日。到目前為止，我們舉行了12次45人次的憲法宣誓，還是非常莊嚴(yán)和有意義的。我本人去年就任了全國人大常委會法工委的主任，我經(jīng)歷了這樣的時刻，感到非常受教育。這次人民代表大會，即十三屆全國人大一次會議，就有這樣一項議程，我剛才講了，在全國人民代表大會上舉行憲法宣誓還是第一次。這個制度黨中央高度重視，全國人大常委會也出臺了決定，各級國家機構(gòu)都普遍實行。也包括剛才鄭淑娜女士講的監(jiān)察委員會，因為監(jiān)察委員會先前在地方進行試點，在試點過程中產(chǎn)生的監(jiān)察委員會的領(lǐng)導(dǎo)人員和有關(guān)人員就職的時候也實行了憲法宣誓。這次在憲法的第27條中增加了一款，把這個制度確定下來，首先是一種加強和提升，同時，憲法宣誓制度肯定很密切的同憲法本身相聯(lián)系，這個制度大家在這次會上會感受更清晰，從國家的最高領(lǐng)導(dǎo)人員、各級領(lǐng)導(dǎo)人員就職時都要依照法律規(guī)定進行憲法宣誓。不久前，全國人大常委會對先前的憲法宣誓的決定又作了修改，做了一次修訂，為什么要修訂呢?因為那個誓詞很莊嚴(yán)，也很神圣，我宣誓，實際上是對國家、對人民的一種承諾，把誓詞修改完善、與時俱進。黨的十九大提出了新的奮斗目標(biāo)。我前面講了，很重要的，這次修憲也體現(xiàn)進去了，即把我們國家建設(shè)成為富強民主文明和諧美麗的社會主義現(xiàn)代化強國。這是每一個中國人，每一個中華兒女的夢想，我們?yōu)橹畩^斗了很長一段時間，走過了很長的路。我們今天離這個目標(biāo)越來越近。習(xí)總書記講，離中華民族偉大復(fù)興的目標(biāo)從來沒有像現(xiàn)在這樣接近。所以，憲法宣誓的誓詞作了一下修改，也是要配合把憲法宣誓制度進一步加強和提升的這樣一個需要。這次憲法修正案確立下來，我覺得會對憲法的貫徹實施，弘揚憲法精神，增強憲法意識，增強憲法自信，都會起到非常重要的作用。你想，各級國家工作人員，很多啊。所以有這項內(nèi)容非常重要。謝謝。
